Japan's New Government Bids to Restart Nuclear Program

As safety checks continue in the wake of disaster last year, Japan has an ambitious plan to get its controversial nuclear program up and running.

The new government announced Friday that it hopes to complete safety checks and determine whether to restart all reactors within three years.

All but two of Japan's 50 reactors remain shut down after a March 2011 earthquake and tsunami resulted in one of the worst nuclear disasters in history at the Fukushima Daiichi station.

The minister in charge of energy says the government will follow the Nuclear Regulation Authority's recommendations about which reactors to restart.

But the agency's chairman said Friday that the three-year deadline is impossible to meet.

As part of its inspections, the authority is determining which plants sit on active fault lines vulnerable to earthquakes.

Last year's meltdown has prompted large protests as reactors are restarted, giving momentum to the movement to scrap Japan's nuclear energy program altogether.

California Democrats signal they want to reform Proposition 13

SACRAMENTO -- The third rail of California politics may not be as deadly as once thought.

Three and a half decades after the passage of Proposition 13 shook the political landscape in California and sparked a taxpayer revolt across America, voters appear to be warming up to the idea of reforming the initiative as long as protections for homeowners stay intact.

And the apparent sea change in public attitudes, combined with the two-thirds majorities Democrats now hold in both chambers of the Legislature, has emboldened some politicians to take aim at the iconic measure.

"It is time for a fix, because Proposition 13 is broken," said Assemblyman Tom Ammiano, D-San Francisco, who plans to introduce a bill

next year aimed at forcing businesses to pay higher property taxes.

The landmark 1978 measure rolled back property taxes and capped yearly increases until a property is sold, but critics say one of its unintended consequences was shifting more of the Golden State's property tax burden from businesses to homeowners.

In addition to Ammiano's bill, two constitutional amendments heading to the Legislature would allow voters to approve local parcel taxes for schools and libraries on a 55 percent vote, rather than the 66.7 percent now required.

In a recent poll by the Public Policy Institute of California, 58 percent of registered voters said they favored a "split roll" property tax, in which commercial properties would be

reassessed annually or semiannually according to their market value, while taxes on residential properties would continue to be capped at 2 percent annual increases. And since Democrats took full control of the Legislature in last month's election, some legislators have suggested that it's time for a so-called "split roll."

Proposition 13 has held a central place in California's political discourse since voters approved it with nearly 65 percent of the vote in June 1978. It's credited with fomenting the rise of the anti-government, anti-tax movement that swept Ronald Reagan into the White House.

"It really has symbolized an unwillingness to permit Sacramento to raise general taxes," said Max Neiman, a fellow at UC Berkeley's Institute for the Study of Government. "It's suggested a kind of decline from the time California was a leader in an array of public services."

But voters in the Golden State now seem to have a "nuanced understanding that we simply aren't going to cut our way out of the fiscal deficit, and some kind of tax increases will have to take place," Neiman said. He pointed to the passage of Gov. Jerry Brown's tax measure, Proposition 30, as evidence that voters believe more revenues are needed, especially

if they come largely from the wealthy.

A ballot box battle over amending Proposition 13, however, won't happen before November 2014. And it may come even later since Brown probably isn't eager to share the ballot with an issue that could blow up in his face if, as is expected, he runs for re-election.

Still, two Democratic lawmakers, Sens. Lois Wolk, D-Davis, and Mark Leno, D-San Francisco, next year will try to lower the Proposition 13 threshold for parcel taxes -- a move that would need voter approval. Senate President Pro Tem Darrell Steinberg, D-Sacramento, called it a "sound idea" to give local governments the ability to "affect their own destiny," he said. "I think the public will get behind 55 percent."

The threshold for passing local school bonds is already 55 percent.

Steinberg, however, has balked at rushing through the constitutional amendments. And he said it's not yet time to take on an overhaul of Proposition 13 by creating a split-roll tax.

But Ammiano plans to introduce legislation early next year to close a loophole that allows corporations to sidestep reassessments on properties they purchase.

Ownership of a property isn't considered transferred unless 50 percent or more is sold. Critics say corporations find ingenious ways to avoid triggering reassessments.

In one of many similar cases, the wine company E&J Gallo averted a higher reassessment 10 years ago after buying the prime 1,765-acre Louis M. Martini vineyards in Napa and Sonoma, when 12 Gallo family members bought individual shares -- none greater than 50 percent. The move costs Napa County as much as $700,000 a year in taxes.

"Why should these multibillion-dollar corporations get these breaks at the expense of regular folks?" Ammiano asked.

Ammiano said he hopes the Legislature will act on his bill before the end of spring. It would not require voter approval because it would only be a statutory change.

But it's expected to kick up a firestorm of opposition from businesses.

"You'll see them feeling like they're targeted. And when that happens, you'll see them stand up and fight," said Allan Zaremberg, president and CEO of the California Chamber of Commerce.

A key finding in the PPIC poll that should give Democrats pause is that 60 percent of voters still support Proposition 13, said Kris Vosburgh, executive director of the Howard Jarvis Taxpayers Association, a group founded by the measure's co-author.

"Proposition 13 is more popular today than when it passed," Vosburgh said. "We are definitely for enforcement when we know there are documented cases of efforts to get around legitimate change of ownership. But we don't see it as an overall problem. It's all about the state trying to get more money."

Larry Stone, Santa Clara County's assessor, said even if voters approve a split roll, county assessors won't be able to carry it out without vastly expanding their staffs.

"I don't have the staff or skill set to reassess all business, commercial and industrial property every two or three years," Stone said.

Simply raising the tax rate above the base 1 percent for commercial properties would be an easier way to get more revenues, though "it doesn't avoid the inequities of Proposition 13," Stone said. "You couldn't devise a more unfair property tax system if you tried than the one we have in California."

The turning point for reformers could come when homeowners begin to realize they're carrying most of the load for property taxes, proponents say. In 55 of 58 counties, residential homeowners are paying more property taxes than businesses, after businesses had taken up much of the burden before Proposition 13, according to a study compiled by Lenny Goldberg, president of the California Tax Reform Association.

In Santa Clara and Contra Costa counties, just before the passage of Proposition 13 in 1978, residential homes and all other properties shared the tax burden evenly -- 50-50. But now homeowners are responsible for 70 percent of their counties' assessed value, the study said.

"Nobody can defend the way we assess commercial property," said Goldberg, who is working with Democrats on Proposition 13 changes. "Commercial property is the biggest hole in our tax system, and we avert our eyes at the hole in the middle of the system because it's not politic to discuss this."

Nobel laureate Rita Levi-Montalcini passes away in Rome

Rita Levi-Montalcini, a biologist who conducted underground research in defiance of Fascist persecution and went on to win a Nobel Prize for helping unlock the mysteries of the cell, died at her home in Rome on Sunday. She was 103 and had worked well into her final years.

Rome Mayor Gianni Alemanno, announcing her death in a statement, called it a great loss "for all of humanity." He praised her as someone who represented "civic conscience, culture and the spirit of research of our time."

Italy's so-called "Lady of the Cells," a Jew who lived through anti-Semitic discrimination and the Nazi invasion, became one of her country's leading scientists and shared the Nobel medicine prize in 1986 with American biochemist Stanley Cohen for their groundbreaking research carried out in the United States.

Her research increased the understanding of many conditions, including tumors, developmental malformations, and senile dementia.

Italy honored Levi-Montalcini in 2001 by making her a senator-for-life.

A petite woman with upswept white hair, she kept an intensive work schedule well into old age. "At 100, I have a mind that is superior- thanks to experience- than when I was 20," she said in 2009.

"A beacon of life is extinguished" with her death, said a niece, Piera Levi-Montalcini, who is a city councilwoman in Turin.

She told the Turin daily newspaper La Stampa that her aunt passed away peacefully "as if sleeping" after lunch and that the scientist had kept up her research studies several hours a day "right up until the end."

Levi-Montalcini was born April 22, 1909, to a Jewish family in the northern city of Turin. At age 20 she overcame her father's objections that women should not study and obtained a degree in medicine and surgery from Turin University in 1936.

She studied under top anatomist Giuseppe Levi, whom she often credited for her own success and for that of two fellow students and close friends, Salvador Luria and Renato Dulbecco, who also became separate Nobel Prize winners. Levi and Levi-Montalcini were not related.

After graduating, Levi-Montalcini began working as a research assistant in neurobiology but lost her job in 1938 when Italy's Fascist regime passed laws barring Jews from universities and major professions.

Her family decided to stay in Italy and, as World War II neared, Levi-Montalcini created a makeshift lab in her bedroom where she began studying the development of chicken embryos, which would later lead to her major discovery of mechanisms that regulate growth of cells and organs.

With eggs becoming a rarity due to the war, the young scientist biked around the countryside to buy them from farmers. She was soon joined in her secret research by Levi, her university mentor, who was also Jewish and who became her assistant.

"She worked in primitive conditions," Italian astrophysicist Margherita Hack told Sky TG24 TV in a tribute to her fellow scientist. "She is really someone to be admired."

Italy's premier, Mario Monti, paid tribute to Levi-Montalcini's "charismatic and tenacious" character and for her lifelong battle to "defend the battles in which she believed."

NHL delivers proposal to union

The NHL made a new offer to the players' association, hoping to spark talks toward ending the long lockout and saving the hockey season.

Deputy commissioner Bill Daly said Friday the league presented its proposal Thursday and was waiting for a response. The sides haven't met in person since a second round of talks with a federal mediator broke down Dec. 13.

The lockout has reached its 104th day, and the NHL said it doesn't want a season of less than 48 games. That means a deal would need to be reached mid-January.

"We delivered to the union a new, comprehensive proposal for a successor CBA," Daly said in a statement Friday. "We are not prepared to discuss the details of our proposal at this time. We are hopeful that once the union's staff and negotiating committee have had an opportunity to thoroughly review and consider our new proposal, they will share it with the players. We want to be back on the ice as soon as possible."

The league proposed raising the limit of individual free-agent contracts to six years from five ? seven years if a team re-signs its own player; raising the salary variance from one year to another to 10 percent, up from 5 percent; and one compliance buyout for the 2013-14 season that wouldn't count toward a team's salary cap but would be included in the overall players' share of income.

The NHL maintained the deferred payment amount of $300 million it offered in its previous proposal, an increase from an earlier offer of $211 million. The initial $300 million offer was pulled off the table after negotiations broke off earlier this month.

The latest proposal is for 10 years, running through the 2021-22 season, with both sides having the right to opt out after eight years.

There were reports Friday the sides would convene by conference call today and hoped to meet Sunday in New York.

The lockout has reached a critical stage, threatening to shut down a season for the second time in eight years. All games through Jan. 14, plus the Winter Classic and the All-Star game already have been called off. The next round of cuts could claim the entire schedule.

The NHL is the only North American pro sports league to cancel a season because of a labor dispute, losing the 2004-05 campaign to a lockout. A 48-game season was played in 1995 after a lockout stretched into January.

It is still possible this dispute could eventually be settled in the courts if the sides can't reach a deal on their own.

The NHL filed a class-action suit this month in U.S. District Court in New York in an effort to show its lockout is legal. In a separate move, the league filed an unfair labor practice charge with the National Labor Relations Board, contending bad-faith bargaining.

Those moves were made because the players' association took steps toward potentially filing a "disclaimer of interest," which would dissolve the union and make it a trade association. That would allow players to file antitrust lawsuits against the NHL.

Union members voted to give their board the power to file the disclaimer by Wednesday. If that deadline passes, another vote could be held to approve a later filing.

Harvard researchers fold proteins with D-Wave quantum computer

Many were skeptical when, back in 2007, Canadian company D-Wave announced that it had built the world's first commercially viable quantum computer. Now a study published in the August issue of Nature's Scientific Reports co-authored by D-Wave and Harvard researchers proves the D-Wave One is the real deal.

"The D-Wave computer found the ground-state conformation of six-amino acid lattice protein models. This is the first time a quantum device has been used to tackle optimization problems related to the natural sciences," said Harvard professor Al?n Aspuru-Guzik, the lead author of the paper.

The precise details of the protein-folding study are a bit complex, but basically they were looking for the lowest-energy configuration of folded proteins, which is believed to be the correct one since it is the most stable. In nature, proteins fold themselves correctly most of the time, but when they don't they cause diseases such as Alzheimer's. The quantum computer correctly solved 13 times out of 10,000 for four-amino-acid and six-amino-acid sequences under the Miyazawa-Jernigan model of lattice protein folding.

In the abstract, the authors seem optimistic about the computer's prospects, stating that, "the approach employed here can be extended to treat other problems in biophysics and statistical mechanics such as molecular recognition, protein design, and sequence alignment." And Google has adopted the system to train image recognition software.

D-Wave has been working on a 512 qubit chip since 2011, but since publication lags behind current work, this study used the company's 128 qubit chip. The experiments only required between five and 81 qubits, and while the 128 qubit chip isn't as powerful as regular supercomputers (or even some desktop computers), the speed is determined mainly by the type of quantum algorithm being run.

However, one can extrapolate speeds, and in an interview with NextBigFuture, D-Wave CTO Geordie Rose said that 512 qubits would be approximately 1,000 times faster than 128 qubits, and a projected 2,048 qubit chip would be 1,000 times faster than 512 qubits.

Big changes coming to Sunsong Ranch in 5.2

There's been plenty of talk over the last couple of months about Sunsong Ranch, the farm that players can adopt and use to grow various crops of their own. A lot of that talk revolved around whether or not Sunsong Ranch was the first step towards player housing, a feature that a lot of players have been wistfully wishing for since the days of vanilla. Earlier this month, we asked Cory Stockton and Dave Kosak if this was indeed the case, and the response was that while the ranch could be interpreted that way, player housing wasn't something intended for the future.

However, both Stockton and Kosak were excited with how well the farming feature had been received, and with how well it integrated with other features in the game. As a new feature, the farm works seamlessly with other professions in the game. Being able to grow your own resources has been a tremendous boon for players, but the question still remained -- how could the farming feature be improved even further?

Well ... how about as an additional means to gather reputation?


Farm improvements in 5.2

Patch 5.2 will see a few new features added to Sunsong Ranch, the most important being the option to purchase it. Technically, while players are able to use the farm, it still belongs to Farmer Yoon -- he's just allowing players to use the farm because they've been such a tremendous help in getting the farm cleaned up, and getting Yoon in with the Tillers to boot. Even though players have earned the favor of everyone in Halfhill, the farm still isn't really their property.

With patch 5.2, you'll be able to purchase the farm from Yoon and own it outright. This means that the farm will turn into a rest point like an inn, and players will be able to bind their hearthstones to their farms and instantly log out at that location. As far as requested improvements go, this was at the top of the list for many players. As for how much that farm will cost you ... well, we'll have to wait and see. The new Sunsong Ranch features will not be available on the PTR, but they will be coming soon.

But purchasing the farm does more than give you a new hearthstone option. If you own the farm, you'll begin to get work orders from the various factions scattered across Pandaria. Filling out those work orders will give you a reputation boost with the issuing faction. This additional feature does two things -- makes that reputation grinding a little easier, and further cements that integrated nature of the farm that the developers seem to be so fond of.

We don't currently know what form that reputation boost will take -- whether it will be a flat amount of reputation rewarded, or a buff that increases reputation gain with a faction. But any bonus to reputation gain is apt to be well-received, and it's a purpose for the farm that goes beyond the usual helpful boost to professions.


Quality of life improvements

But that's not all we'll be seeing out of Sunsong Ranch. Along with the option to purchase the farm, several quality-of-life improvements will be added as well. Players that are tired of planting 16 seeds one at a time will be glad to hear that seed bags will now be available, allowing you to plant four plots worth of crops at a time.

Special crop seeds have been in since Mists of Pandaria's launch. While you can use these special crop seeds to gather materials like fabric, cloth, leather, and enchanting materials, the yield on these special crop seeds was pretty low. In 5.2, the yield has been improved to make farming more competitive with gathering these items out in the world -- making the seeds a much more useful purchase.

Planting seeds has always resulted in crops that need to be tended to. Players have to water the plants, pull pesky weeds, spray for bugs, or murder encroaching wildlife. But there was a dual-layered nature to farming that got tiresome -- if you picked a plant, you'd either end up with soil that needed to be tilled, a weed that needed to be pulled before the soil could be tilled, or occupied soil with a virmen that needed to be killed before the soil could be tilled.

If you've reached exalted with the Tillers and purchased a Master Plow, in 5.2 it will now do something about those annoying virmen living in the soil. Running the Master Plow over the offending soil will pop the virmen out of the ground stunned and at 30% health, making them far less of a nuisance. In addition, Wild Crops -- the swinging vines that require players to hop on and wrestle for a minute or so -- will now occur less often.

It's really nice to see that this useful new feature is still being worked on and improved over time, and in ways that are genuinely useful to players. The ability to use the farm as an additional means to gain reputation is a really good move. And even though Sunsong Ranch really can't be considered player housing, it's still nice that we'll be able to buy the place, bind our hearthstones, and call it a far more personal home than any inn in Pandaria.

People with mental disorders more likely to have experienced domestic violence

Dec. 26, 2012 ? Men and women with mental health disorders, across all diagnoses, are more likely to have experienced domestic violence than the general population, according to new research from King's College London's Institute of Psychiatry, in collaboration with the University of Bristol. Previous studies into the link between domestic violence and mental health problems have mainly focused on depression, but this is the first study to look at a wide range of mental health problems in both male and female victims.

In this study, funded by the National Institute for Health Research (NIHR) and published December 26 in PLOS ONE, researchers reviewed data from 41 studies worldwide. Compared to women without mental health problems, women with depressive disorders were around 2 and a ? times more likely to have experienced domestic violence over their adult lifetime (prevalence estimate 45.8%); women with anxiety disorders were over 3 and a ? times more likely (prevalence estimate 27.6%); and women with post-traumatic stress disorder (PTSD) were around 7 times more likely (prevalence estimate 61.0%).

Women with other disorders including obsessive compulsive disorder (OCD), eating disorders, common mental health problems, schizophrenia and bipolar disorder were also at an increased risk of domestic violence compared to women without mental health problems. Men with all types of mental disorders were also at an increased risk of domestic violence. However, prevalence estimates for men were lower than those for women, indicating that it is less common for men to be victims of repeated severe domestic violence.

Professor Louise Howard, senior author of the study from King's Institute of Psychiatry, says: "In this study, we found that both men and women with mental health problems are at an increased risk of domestic violence. The evidence suggests that there are two things happening: domestic violence can often lead to victims developing mental health problems, and people with mental health problems are more likely to experience domestic violence."

This study is part of PROVIDE, a 5-year research programme on domestic violence funded by NIHR. Professor Gene Feder, co-author of the study from the University of Bristol's School of Social and Community Medicine and chief investigator of PROVIDE says: "We hope this review will draw attention to the mental health needs of survivors of domestic violence and remind general practitioners and mental health teams that experience of domestic violence may lie behind the presentation of mental health problems."

Internationally, the lifetime prevalence of physical and/or sexual partner violence among women ranges from 15-71%. In the UK, the2010/11 British Crime Survey reported that 27% of women and 17% of men had experienced partner abuse during their lifetime, with women experiencing more repeated and severe violence than men. From March 2013, the UK Home Office will be amending its definition of domestic violence to include 16 and 17 year olds, and will be defined as "any incident or pattern of incidents of controlling, coercive or threatening behaviour, violence or abuse between those aged 16 or over who are or have been intimate partners or family members regardless of gender or sexuality. This can encompass, but is not limited to, psychological, physical, sexual, financial or emotional abuse."

Professor Howard concludes: "Mental health professionals need to be aware of the link between domestic violence and mental health problems, and ensure that their patients are safe from domestic violence and are treated for the mental health impact of such abuse."

McAfee's Top 2013 Online Security Threats and How to Protect ...

With a new year comes new threats to your online security; today McAfee released their 2013 Threat Predictions report. We got a chance to read the full report and talk with McAfee Threat Researcher Ryan Sherstobitoff about the ways that cybercriminals are evolving their malicious techniques. Below are a couple of the top online threat predictions of 2013 and what you can do to help protect yourself:

Mobile
To help protect your smartphone in 2013 it is important to always make sure your phone's operating system is up-to-date. This can help protect you from mobile worms that buy malicious apps without your consent and ransomware kits that allow criminals to extort payments from you. In addition, the new attack on the rise in 2013 is malware that actually blocks important security updates to your phone. This is more common in smartphones that have been ?rooted? or ?unlocked.? Thus, even though you might get some fun features out of it, it is safer not to do this so that your phone can keep receiving security updates.

Windows 8
Though the new Windows 8 will be more secure, McAfee points out that criminals will figure out a way to get around it. They predict that more and more users will be tricked into revealing information or installing malicious programs with cybercriminals' evolved phishing techniques. So if you do upgrade to Windows 8, do not solely rely on the built-in security to keep you safe. You must always make sure that your security software is updated as well as all of your computer programs. "Big-Scale" attacks on businesses
Rather than the attacking users' servers and computers for the benefit of financial gain or access to intellectual property, there have been several recent attacks where the only goal was to cause as much damage as possible. "We expect this malicious behavior to grow in 2013," McAfee wrote in their report. The best way to help protect yourself against these sort of attacks is to make sure all of your data is backed up off-location. It would be beneficial for consumers and businesses to back up their systems incrementally with an online backup service, so if a catastrophe were to occur, no data would be lost.

Resolve to protect yourself in 2013!?As we mentioned above, be sure your computer and smartphone operating systems are always updated, your Internet security software is up-to-date and your computers are being incrementally backed up with an online backup service. Walking a little more each day is one of the easiest ways to build more activity into your life, burn a few extra calories and reach the recommended weekly goal of 150 minutes of exercise. Yet few Americans are taking advantage of the opportunity. In fact, less than 25 percent of us walk or bike for transportation (say, to get to the store or work) more than 10 minutes continuously in a whole week, according to a recent study from Yale University.

The few Americans who are pounding the pavement?or getting ?active transportation,? as the study authors called it?are reaping some serious benefits. Those who got the most active transportation had a body mass index (a ratio of height to weight) more than one point lower than those who got the least. They also had a three-point lower waist circumference, a 34 percent reduced chance of high blood pressure and a 31 percent lower risk for diabetes.

You?re probably formulating the reason why you can?t walk in your head right now, right? Maybe it?s, ?I?m too busy.? Perhaps you?ll go with, ?It?s too cold.? Or it could be the standard ?I don?t have the time.? That?s the beauty of walking: You don?t need the time?you have to do it anyway. You just have to plan ahead and find ways to sneak in a few more steps.

Here are a few suggestions to help you hoof it more often:

? Have some holiday packages to return at stores on opposite ends of the mall? Instead of parking, making your return, then driving to the other side of the mall, walk indoors from one store to the next.

??Don?t have time to walk the whole way to work? Walk part of the way. Park a few blocks from the office or get off at the stop before if you?re taking the train or bus and walk the rest of the way.

? Walk the kids to school. Get a few neighbors together and form a walking school bus. You can catch up with all the neighbors, get the kids to school and score some exercise.

? Stop searching for the closest spot. Here?s an oldie but goodie: Park far away from the store and walk.? I know, you?ve probably heard this hundreds of times before, but it?s easy and it works!

? Choose a nearby store and walk to it once a week. You?ll save gas and the environment, too.

Another helpful tip: Use a pedometer, a gadget that counts your steps. It?s fun to challenge yourself to increase your daily steps, and it?s also very rewarding to have a tangible measure of progress. I recommend Omron?s pedometers.

    SAfrica: Children attend Mandela's Christmas party

    MVEZO, South Africa (AP) ? A couple of decades ago, Nelson Mandela grew withdrawn while feasting with his family on Christmas Day in the part of rural South Africa where the anti-apartheid leader lived as a child. Alarmed by the patriarch's silence, some relatives looked at him and asked if anything was wrong.

    "'I'm just wondering what the rest of the community is doing while we're having a huge meal,'" Mandela said at the time, according to his grandson, Mandla.

    Family members immediately canvassed the neighborhood for children to join their party, rounding up a merry band of 60, and so began an annual tradition that ballooned in popularity. A scaled down version was held Tuesday in Mvezo, Mandela's birthplace, drawing hundreds of local children to a celebration whose 94-year-old founder could not attend because he is in hospital care.

    President Jacob Zuma, meanwhile, joined Mandela's wife, Graca Machel, and other family members to wish a Merry Christmas to Mandela at his hospital bedside in Pretoria, the South African capital.

    "We found him in good spirits," Zuma said in a statement. "He shouted my clan name, Nxamalala, as I walked into the ward! He was happy to have visitors on this special day and is looking much better. The doctors are happy with the progress that he is making."

    Mandela was admitted Dec. 8 to a hospital. He was diagnosed with a lung infection and also had a procedure to remove gallstones. Officials have previously said Mandela was improving, but note doctors are taking extraordinary care because he is very old.

    In Mvezo, it was a rainy day, but the 800 children attending the Mandela party were happy to sweep up sunglasses, dolls, toy cars, blankets and other gifts. They cavorted and whooped under a big tent. Loud music livened the moment. One little girl, however, didn't get her wish.

    "I wish to see Tata Mandela back home to have Christmas with us," said 4-year-old Babalwa Booi. "Tata" means father in South Africa's Xhosa language.

    "This is a special day to us mainly because of the lessons drawn from my grandfather," said Mandla Mandela, a tribal chief in the Mvezo area of Eastern Cape province.

    The genesis of the homegrown Christmas party is one more entry in the voluminous lore about Mandela's generosity and openness of spirit, which he even extended at times to the jailers who imprisoned him for 27 years under apartheid.

    The system of white minority rule was eventually dismantled, opening the way to South Africa's first democratic elections in 1994. Mandela, a Nobel laureate, served one five-year term as president before retiring and in recent years he has lived near Mvezo in Qunu, a village where he recalled happy moments as a child.

    Mandela himself was uneasy with the idea of being an icon, and as president, he failed to craft a lasting formula for overcoming South Africa's biggest, post-apartheid problems, poverty and economic inequality. While he was active, he did not escape criticism as an individual and a politician, but he is globally respected as a symbol of decency and principle.

    Mandla Mandela, the grandson, remembered how the Christmas party that followed the first impromptu one in the 1990s was swamped by more than 1,000 children, three times as many as were expected. By 2001, nearly 10,000 were showing up. At some point, the chief said, American television personality Oprah Winfrey got involved and there was sponsorship.

    "The numbers grew phenomenally," he said, with tens of thousands of children in attendance.

    The Christmas parties were originally held in Qunu. The 2005 edition was cancelled when Mandla Mandela's father died. The tradition was revived in 2007 in Mvezo.

    Nelson Mandela "has always said every society will be judged by the manner it treats its children," his grandson said.

    "We were, on our part, wishing to spend this time with him, Christmas being a family day," his grandson said. "But we do not want to exert pressure on the doctors because they know what he needs to get well."

    The Most Important Skill

    It's All About Your Ability to Communicate

    The number one reason an Ask Leo! question goes unanswered is that it doesn't include enough information.

    The number two reason?

    I can't understand the question.

    ... it's your written and spoken language skills that convey perhaps the most important impression of just who you are.

    Now, you might be tempted to say that this would be because I have high percentage of non-English speaking readers - and yes, that does play a part, but not as large a part as you might think.

    No, when it comes to writing unintelligible questions it's the so-called "native English speakers" that actually cause me the most difficulty ... and the most frustration.

    After all, the folks from non-English speaking countries have a bit of an excuse.

    So-called native English speakers do not.

    And yes, with nearly 10 years of experience reading question after question after question, I can usually tell the difference between a native English speaker, and someone for whom English is a second language.

    Poor-literacy Spans All Demographics

    I'm not speaking of illiteracy - the inability to read or write your native tongue, I'm talking about poor literacy skills. What I see too often is the inability to write (or occasionally speak) in a clear and understandable manner.

    I'm also not speaking specifically about so-called "text speak", or simliar shorthands that have evolved for various reasons and at various times. While they do contribute seriously to the overall problem, they're certainly not - in my opinion at least - the worst offenders.

    The worst are those question that come in that are written in English, but the English is so poorly written that it ranges anywhere from simply unclear to completely incomprehensible.

    It happens much more often that you'd expect, and it comes from all demographics: young and old, male and female, and from just about any English-speaking locale.

    Why It Matters: Getting Your Computer Fixed

    It seems pretty obvious: if I can't understand a question I can't help. If it's really hopeless, I'll simply skip the question and move on.

    But I often do try, and that's where it can actually get more frustrating.

    I often do try to answer poorly written questions. I'll perhaps guess or try to infer what the problem is from unclear or incomprehensible English.

    And sometimes I get it wrong. I answer a question, but it's not the question being asked. Or I ask for clarification, and the clarification is just as bad as the original question.

    I've just wasted my time and the time of whoever was trying to get their problem solved.

    All for lack of being able to communicate clearly in English.

    It's not just me.

    Computers and technology in general are notorious for requiring clear and accurate descriptions of problems in order to get to the correct resolution. Whether it's some random person like me on the internet answering questions, a home-town technician or a company's support representative - if they can't understand you they can't help you.

    All for lack of being able to communicate clearly in English.

    Why It Matters: That High Paying Job

    It'd be easy to write off my little rant as that of a frustrated computer geek who's gone over the edge after reading one too many questions.

    If you did, you'd be missing my point.

    The ability to write clear and proper English is about much, much more than just the ability to express a tech problem in language that can be clearly understood.

    As an old commercial for a vocabulary improvement product used to claim "people judge you by the words you use".

    It may or may not be fair, but it is absolutely true.

    The same is true about your ability to write - anything - well.

    Be it questions, letters to the editor, job applications or anything else, something written that sounds like it came from a barely-literate teenager is likely to be treated as if that's exactly who wrote it.

    It doesn't matter how smart you really are, it's your written and spoken language skills that convey perhaps the most important impression of just who you are.

    And even if the impression is wrong, it sticks and can be nearly impossible to overcome.

    You're not going to get that corner office if you speak and write like someone who never finished high school.

    Why It Matters: The Computer Programmer

    I'm often asked what's the most important language to learn when becoming a computer programmer.

    My response is now: English.

    That's not what most people expect.

    The fact is that even a job dealing primarily with computers still deals extensively with the people who use them. Be it the designers, the users, the repair people, the other programmers or managers on the team, it's all communication, and it's all an opportunity for you to present yourself as a literate professional.

    Or as something else.

    And that's true for any job.

    People judge you by the words you use. And how you use them.

    It may not be fair, but it is real. You can object, you can insist that it shouldn't matter, but it does.

    If I had to do it all over again, I'd have taken more English classes.

    English?

    The arguments above really apply to whatever the language of your native land might be.

    Naturally I believe people living in English speaking countries should be well versed in English and hopefully that makes sense.

    However there's another characteristic of our planet that is easy to overlook, might also be considered unfair, and yet remains very important.

    The vast majority of the internet is in English.

    Even if you live in a non-English speaking country, the ability to read and yes, write, English will open doors to immense amounts of information and assistance that would otherwise remain inaccessible.

    Fair or not, it is what it is, and most of it is in English.

    ESL: English as a Second Language

    I have a soft spot for non-native speakers who truly make the attempt to learn English and learn it well.

    You see, English is my second language. Even though we were living in Canada at the time, I spoke only Dutch until I was about 4.

    Now, I also understand that my experience doesn't really compare to the difficulty of learning a second language as an adult. Especially when that second language is English.

    In helping overseas relatives and other friends and acquaintances with their English it's become very clear to me that English is an incredibly difficult language to learn. Just about the time you learn a "rule", you find that there are exceptions, and exceptions to the exceptions.

    The worst question that an ESL instructor faces, I'm sure, must be "why?".

    The only answer I can often come up with is "because it's English, and that's just the way it is."

    Once again, it's not fair and it's not easy.

    But if you're living in an English speaking country, if you're expecting the respect of others in an even semi-professional job in an English speaking country, or if you ever want to access the vast amounts of information available only in English, there is simply no substitute for speaking and writing English.

    And I do mean speaking and writing it well. "Enough to get by" isn't really enough. How people judge you by your use of English, unfair as that might be, requires a lot more skill than just "getting by".

    Yes, it's that important.

McGillis, who was married twice to men and has two daughters, said, "It's a part of being true to yourself. That's been a challenge for me personally."

    <em>New York Times </em>scribe Patrick Healy confirmed "The Big Bang Theory" star's sexuality<a href="http://www.nytimes.com/2012/05/27/theater/jim-parsons-prepares-for-his-lead-role-in-harvey.html?_r=1" target="_hplink"> as part of a profile</a>. The revelation came late in the article, when Healy describes the 39-year-old actor's role in the 2011 revival of Larry Kramer's HIV/AIDS crisis drama, "The Normal Heart." Wrote Healy: '"The Normal Heart" resonated with him on a few levels: Mr. Parsons is gay and in a 10-year relationship, and working with an ensemble again onstage was like nourishment, he said." Though the <em>Times </em>didn't identify Parsons' partner, he has been romantically liked with art director Todd Spiewak (pictured).

  • Anne Burrell, 2012

    "Secrets of a Restaurant Chef" host Anne Burrell confirmed she's a lesbian and in a committed relationship with a woman, just days after "Chopped" host Ted Allen made a reference to her sexuality in a radio interview. "Anne doesn't feel she was outed," Burrell's rep told Page Six. "She has made no secret of her relationship." The rep went on to note, "Her significant other is a very private woman. They have been together for a couple of years and spend a lot of time together."

  • Anderson Cooper, 2012

    Anderson Cooper's sexuality had been <a href="http://www.out.com/entertainment/2008/09/22/glass-closet">scrutinized for years</a> but it wasn't until July 2012 that he finally addressed the issue when he <a href="http://andrewsullivan.thedailybeast.com/2012/07/anderson-cooper-the-fact-is-im-gay.html">came out in an email </a> to his friend and fellow journalist, Andrew Sullivan, this summer. In Cooper's message, which was posted on Sullivan's blog, "The Dish," on <em>The Daily Beast</em>, the CNN anchor states, "The fact is, I'm gay, always have been, always will be, and I couldn?t be any more happy, comfortable with myself, and proud."

  • Gillian Anderson, 2012

    The "X-Files" actress <a href="http://www.huffingtonpost.com/2012/03/13/gillian-anderson-lesbian-relationships-out-magazine_n_1342801.html" target="_hplink">revealed she's had numerous relationships</a> with women in a 2012 interview with <em>Out</em> magazine. The 43-year-old mother of three, who's long enjoyed a sizable lesbian fanbase, told <em>Out</em> that she first had a relationship with a woman while still in high school, after moving from her native England to suburban Michigan. "If I had thought I was 100 percent gay, would it have been a different experience for me?" Anderson, who was voted "Most Bizarre" and "Most Likely to Be Arrested" in high school, ponders. "Would it have been a bigger deal if shame had been attached to it and all those things that become huge life-altering issues for youngsters in that situation? It's possible that my attitude around it came, on some level, from knowing that I still liked boys."

    The New Kids On The Block singer was out-ed by fellow '80s teen pop star Tiffany in January 2011 when she revealed she dated Knight before "he became gay later." In response, Knight posted a message on his website <a href="http://www.towleroad.com/2011/01/jonathan-knight.html#ixzz1azmexp8H" target="_hplink">stating in part</a>: <blockquote>"I have never been outed by anyone but myself! I did so almost twenty years ago. I never know that I would have to do it all over again publicly just because I reunited with NKOTB!   • Ellen DeGeneres, 1997

    DeGeneres came out in 1997, both in real life and on TV, on her sitcom "Ellen." "The Puppy Episode," which aired in April 1997, <a href="http://www.afterellen.com/column/2005/4/backintheday.html" target="_hplink">featured a who's who</a> of Hollywood, including Oprah Winfrey, Demi Moore, Billy Bob Thornton, and Laura Dern as Ellen's love interest. DeGeneres's character became the first openly gay prime time lead character on television.

    Long rumored to be gay, the actor, most famous for his roles on "Heroes" and in the recent "Star Trek" film, came out in a October 2011 <em>New York</em> magazine profile, saying: <blockquote>"In light of Jamey's [Rodemeyer] death -- it became clear to me in an instant that living a gay life without publicly acknowledging it -- is simply not enough to make any significant contribution to the immense work that lies ahead on the road to complete equality. Our society needs to recognize the unstoppable momentum toward unequivocal civil equality for every gay lesbian bisexual and transgendered citizen of this country."</blockquote>

  • Elton John, 1976

    In <a href="http://www.rollingstone.com/music/news/elton-john-lonely-at-the-top-rolling-stones-1976-cover-story-20110202" target="_hplink">an interview</a> with <em>Rolling Stone</em> in October 1976, the rock star came out by saying, "There's nothing wrong with going to bed with somebody of your own sex. I think everybody's bisexual to a certain degree. I don't think it's just me. It's not a bad thing to be. I think you're bisexual. I think everybody is."

  • Clay Aiken, 2008

    After becoming a father in August of 2008, the "American Idol" runner up <a href="http://www.people.com/people/article/0,,20228488,00.html" target="_hplink">came out on the cover</a> of <em>People</em> magazine in September 2008 saying, "[Coming out] was the first decision I made as a father... I cannot raise a child to lie or to hide things. I wasn't raised that way, and I'm not going to raise a child to do that."

  • Wanda Sykes, 2008

    The comedian and actress came out in November 2008 <a href="http://thestrippodcast.blogspot.com/2008/11/wanda-sykes-lv-gay-rally-im-proud-to-be.html" target="_hplink">while speaking at an anti-Prop 8 rally</a> in Las Vegas.   • Chely Wright, 2010

    Country singer Chely Wright <a href="http://www.people.com/people/article/0,,20365936,00.html" target="_hplink">came out in May 2010</a>. She told <em>People</em> magazine, "There had never, ever been a country music artist who had acknowledged his or her homosexuality... I wasn't going to be the first." But she changed her mind and said of her decision, "Nothing in my life has been more magical than the moment I decided to come out."

  • George Michael, 1998

    After being caught performing a "lewd act" in a public restroom, Michael came out to CNN in April 1998. <a href="http://www.cnn.com/SHOWBIZ/9804/11/george.michael/" target="_hplink">Michael said</a>, "This is as good of a time as any... I want to say that I have no problem with people knowing that I'm in a relationship with a man right now. I have not been in a relationship with a woman for almost 10 years." Later that year Michael spoofed the incident in the music video for his single "Outside."

    The CNN news anchor came out to the <em>New York Times</em> in May 2011. Lemon <a href="http://www.nytimes.com/2011/05/16/business/media/16anchor.html?_r=3" target="_hplink">told the paper</a>, "It's quite different for an African-American male... It's about the worst thing you can be in black culture. You're taught you have to be a man; you have to be masculine. In the black community they think you can pray the gay away."

  • Adam Lambert, 2009

    The singer's sexuality was always a topic of discussion for viewers when he was performing on "American Idol," but Lambert didn't come out until after the competition had wrapped. In a June 2009 <em>Rolling Stone</em> cover story, Lambert said, "Right after the finale [of "AI"], I almost started talking about it to the reporters, but I thought, 'I'm going to wait for <em>Rolling Stone</em>, that will be cooler,'.. I didn't want the Clay Aiken thing and the celebrity-magazine bullshit. I need to be able to explain myself in context."

  • Neil Patrick Harris, 2006

    The "Doogie Howser, MD" and "How I Met Your Mother Star" came out on the cover of <em>People</em> magazine in November of 2006. <a href="http://www.people.com/people/article/0,,1554852,00.html" target="_hplink">Harris told the magazine</a>: <blockquote>"The public eye has always been kind to me, and until recently I have been able to live a pretty normal life. Now it seems there is speculation and interest in my private life and relationships.   • Chaz Bono, 2009

    Chaz Bono revealed his plan to transition in May 2009. TMZ.com broke the story <a href="http://www.tmz.com/2009/06/11/chastity-bono-becoming-a-man/#.TptSZ2VPkqU" target="_hplink">via a prepared statement</a> from Bono's publicist that read, in part: <blockquote>"Yes, it's true -- Chaz, after many years of consideration, has made the courageous decision to honor his true identity... He is proud of his decision and grateful for the support and respect that has already been shown by his loved ones. It is Chaz's hope that his choice to transition will open the hearts and minds of the public regarding this issue, just as his 'coming out' did nearly 20 years ago."</blockquote>

  • Chris Colfer, 2009

    The "Glee" actor came out on the "Chelsea Lately Show" in December 2009: Chelsea Handler: "Your character on the show's gay. We know that you're gay. That's good for you. Congratulations. Don't be shy about that. Seriously. You shouldn't be shy about that because every time...an actor like you is helping a zillion other people that are scared to talk about their sexuality so good for you." Chris Colfer: "Thank you. You know what my answer to that question was prior to coming out -- was that I was straight as every other actor in Hollywood."

  • Meredith Baxter, 2009

    In December 2009 Baxter, most famous for playing Elyse Keaton on '80s sitcom "Family Ties," went on the "Today Show" and told Matt Lauer that she was a lesbian. Baxter said, "Some people would say, well, you're living a lie and, you know, the truth is -- not at all. This has only been for the past seven years."

    The 'N Sync pop star came out on the cover of <em>People</em> magazine in July 2006. When asked why he decided to come out then, <a href="http://www.people.com/people/article/0,,1219142,00.html" target="_hplink">Bass said</a>, "The main reason I wanted to speak my mind was that (the rumors) really were starting to affect my daily life. Now it feels like it's on my terms. I'm at peace with my family, my friends, myself and God so there's really nothing else that I worry about."

  • Melissa Etheridge, 1993

    The rock star came out in January 1993 during the Triangle ball, the first ever ball thrown for the LGBT community during a president's inauguration, in this case Clinton's. <a href="http://www.afterellen.com/archive/ellen/column/2005/2/backintheday.html" target="_hplink">Etheridge recalls</a>: <blockquote>"I didn't even think, Oh, I'm going to come out here...It was, 'Gee, I'm really excited to be here, and I'm really proud to have been a lesbian all my life.'     The former Savage Garden front man came out by marrying Richard Cullen in June 2006.     ABC's "Good Morning America" weatherman, <a href="http://www.nytimes.com/2012/10/07/fashion/weddings/patrick-abner-and-thomas-roberts-vows.html?pagewanted=3&_r=1&ref=weddings">Sam Champion,</a>, not only came out of the closet in October 2012, he also announced his engagement to longtime boyfriend, Rubem Robierb, at the same time. <em>The New York Times</em> subtly mentioned the news in an article about MSNBC personality <a href="http://www.huffingtonpost.com/2012/10/01/thomas-roberts-married-msnbc-host-weds-longtime-boyfriend_n_1928841.html">Thomas Roberts' recent wedding</a>, where Champion and Robierb were guests. After his revelation, Champion, 51, discussed about his plans on "GMA" and thanked everyone for their support (see video clip).

    Long dogged by rumors about his sexuality, the "Will and Grace" actor <a href="http://www.advocate.com/Arts_and_Entertainment/People/Sean_Hayes_I_Am_Who_I_Am/" target="_hplink">finally came out</a> in <em>The Advocate</em> in April 2010: "I am who I am. I was never in, as they say. Never," he said.

  • Cynthia Nixon, 2004

    The "Sex And The City" star was out-ed in 2004 when the <em>NY Daily News</em> and the <em>New York Post</em> <a href="http://www.afterellen.com/People/92004/cynthianixon.html" target="_hplink">reported she was living</a> with another woman in September 2004. Nixon half-heartedly confirmed the rumors when she told the <em>Daily News</em>, "My private life is private... But at the same time, I have nothing to hide. So what I will say is that I am very happy."

  • Frank Ocean, 2012

    No mainstream black male hip-hop artist had ever come out until <a href="http://www.nytimes.com/2012/07/07/arts/music/frank-ocean-draws-praise-for-declaring-his-homosexuality.html?pagewanted=all&_r=0">Frank Ocean did in July 2012</a>, just before he debuted his first solo album, "Channel Orange." The singer-songwriter posted a Tumblr post which read, in part, "4 summers ago, I met somebody. I was 19. He was too. We spent that summer, and the summer after, together. Everyday almost. And on the days we were together, time would glide.? After that, Ocean received support from fellow hip-hop artists Jay-Z (and wife, Beyonc?), 50 Cent, Busta Rhymes and more. Daryl Hannah, director of media and community partnerships for the Gay and Lesbian Alliance Against Defamation said, "[The support for Frank is] an extension of the overall kind of support we?re seeing across the country for LGBT people, and not just in a broad sense, but specifically from iconic members of the black community.?

  • Suze Orman, 2007

    Financial guru Suze Orman came out in a <a href="http://www.nytimes.com/2007/02/25/magazine/25wwlnq4.t.html">2007 <em>New York Times Magazine</em> article</a>. The 61-year-old Chicago native was asked if she was married in the interview, which prompted her to officially come out and set the record straight (so to speak).

    Sean Maher, known for his roles on "Firefly" and "Playboy Club," confirmed his sexuality in an <a href="http://insidetv.ew.com/2011/09/26/firefly-playboy-club-actor-sean-maher-comes-out-ga/"><em>Entertainment Weekly</em> interview</a>, saying, "This is my coming out ball. I?ve been dying to do this.?

  • Amber Heard, 2010

    "I personally think that if you deny something or if you hide something you're inadvertently admitting it's wrong. I don't feel like I'm wrong," said actress Amber Heard, 26, who <a href="http://www.huffingtonpost.com/2010/12/06/amber-heard-lesbian_n_792419.html">came out while attending GLAAD's 25th anniversary party</a>. Heard has starred in movies like as "Pineapple Express" and "Zombieland."

  • Nathan Lane, 1999

    The hilarious Nathan Lane, who's well known for starring in films like "The Birdcage," officially came out in an <a href="http://www.eonline.com/news/37588/nathan-lane-comes-out-finally">interview with <em>The Advocate</em></a> in 1999. In the issue, the 56-year-old Emmy- and Tony-winner said, "It's never been something I kept a secret." But Matthew Shepard's murder led the actor to publicly coming out. "It was like somebody slapped me awake," Lane said. "At this point it's selfish not to do whatever you can."

  • Sara Gilbert, 2010

    Sara Gilbert, who's best known for her role on "Roseanne," <a href="http://popwatch.ew.com/2010/07/28/sara-gilbert-lesbian-the-tal/">officially came out in 2010</a>. At that time, she was getting ready to launch "The Talk," a daytime talk show which focuses on parenthood and families, so Gilbert felt compelled to acknowledge her sexuality. ?I don?t ever really think of things as out or in,? Gilbert said. ?I just think I am who I am, and when topics come up that are appropriate, I?ll talk about them and share when it seems right.?

  • George Takei, 2005

    The beloved George Takei, known as Sulu on "Star Trek," <a href="http://today.msnbc.msn.com/id/9845944/ns/today-entertainment/t/george-takei-mr-sulu-says-hes-gay/#.UHWbJ0JAsu8">came out</a> in a 2005 article in Frontiers, a biweekly LGBT Los Angeles magazine. Takei, 75, cited the political landscape surrounding LGBT issues as one reason for coming out. Since then, Takei has been an outspoken (and humorous) advocate for LGBT rights.

  • David Hyde Pierce, 2007

    "Frasier" actor David Hyde Pierce kept a low profile and <a href="http://www.afterelton.com/blog/brianjuergens/exclusive-david-hyde-pierce-is-officially-out">subtly came out</a> in an article on <em>CNN</em> where he mentioned his longtime partner, TV writer and producer Brian Hargrove. Later, while on "The View", Pierce spoke about Hargrove and his sexuality and said,"What you choose to talk about yourself is a personal decision."

  • T.R. Knight, 2007

    <a href="http://www.people.com/people/article/0,,20008737,00.html">T.R. Knight's coming out</a> wasn't necessarily ideal. The actor, who played George O'Malley on ABC's <em>Grey's Anatomy</em>, was called a "faggot" by co-star Isaiah Washington, prompting Knight to stand up for himself and others. He told Ellen DeGeneres, "I've never been called that to my face. So I think when that happened, something shifted, and it became bigger than myself."

  • Mika, 2012

    The flamboyant singer-songwriter played coy about his sexuality for many years before finally coming out as gay in the September 2012 issue of Instinct magazine. Mika <a href="http://instinctmagazine.com/blogs/blog/exclusive-sneak-peek-mika-tells-instinct-%E2%80%9Cyeah-i%E2%80%99m-gay-%E2%80%9D?directory=100011">told the magazine</a>: <blockquote>"If you ask me am I gay, I say yeah... Are these songs about my relationship with a man? I say yeah. And it?s only through my music that I?ve found the strength to come to terms with my sexuality beyond the context of just my lyrics.
