International Communication Technology Association of Zimbabwe ...


A local communications company has started a programme to source for internet equipment and computers in their endeavour to bring information communication technology to disadvantaged schools in rural areas.

The International Communication Technology Association of Zimbabwe (ICTAZ) is working in conjunction with the UK-based organisation, Computer Aid International. The association is already identifying beneficiaries and providing expertise and back-up service.

Computer Aid International, Anglophone Africa programmes officer, Wilhelmina Seng, said the programme is set to improve access to ICT in rural areas.

?IT (information technology) opens the world to marginalised students in the rural areas,? said Seng. ?It will enable them to open their eyes so that they can see what they should see in the 21st century.?

Permanent secretary in the Science and Technology Development ministry, Professor Francis Gudyanga, said Africa was lagging behind in terms of ICT development.

He said it was high time Africa started manufacturing its own computers to improve the lives of its people.

ICTAZ president Hasha Maringe said their mission was to promote the growth of the ICT community through facilitating education, training business clustering, partnering and mentoring.

However, Maringe said, funding was a major challenge in the country.

?The economic situation in the country does not allow us to adequately fund our programmes. We need computer laboratories as well as laptops, but this equipment is expensive in the country,? he said.

Iran has images of sensitive Israeli military bases taken by a drone that was launched by Lebanon's Hezbollah movement and downed by Israel earlier this month, a senior Iranian lawmaker claimed Monday in the latest boast from Tehran about purported advances in the capabilities of its unmanned aircraft.

The announcement gave no details about the photos ? other than calling the Israeli bases "forbidden sites" ? but it suggested Iranian drones have the ability to transmit data while in flight. It also appeared aimed at warning Israel about the options for retaliation for any possible strikes on Iranian nuclear sites.

A prominent lawmaker, Ismaeil Kowsari, also was quoted as saying that the Iranian-backed Hezbollah possesses more sophisticated Iranian-made drones than the one that was downed, including some that could carry weapons.

"These drones transmit the pictures online," Kowsari he told the semiofficial Mehr news agency. "The pictures of forbidden sites taken and transmitted by this drone are now in our possession."

The lawmaker, who heads the parliament's defense committee, said Hezbollah is "definitely" equipped with more sophisticated drones, but gave no further details.

A senior Israeli military official in Israel's northern command said he did not believe the drone possessed a camera, though he noted an Israeli investigation is continuing. He spoke on condition of anonymity under military guidelines.

Hezbollah "won't announce it as long as it doesn't see the need to do so ... That's why we say we will respond to Israel inside (its) territory, should it take any action against us," said Kowsari, a former commander of the powerful Revolutionary Guard.

Iran has claimed that Iranian-made surveillance drones have made dozens of apparently undetected flights into Israeli airspace from Lebanon in recent years. Israel has rejected the account.

Iran's Defense Minister Ahmad Vahid also claimed on Sunday that Tehran has drones far more advanced than the Ayub unmanned aircraft launched by Hezbollah, saying it was not the "latest Iranian technology, definitely." He did not elaborate.

Hezbollah leader Sheik Hassan Nasrallah has said the Ayub drone was manufactured in Iran and assembled in Lebanon.

Iran routinely announces technological breakthroughs in its defense program. Last month it claimed to have started producing a long-range missile-carrying drone with a range of 2,000 kilometers (1,250 miles).

The Shahed-129, or Witness-129, covers much of the Middle East including Israel and nearly doubles the range of previous drones produced by Iranian technicians, who have often relied on reverse engineering military hardware with the country under Western embargo.

But it's unclear whether the new drone contains any elements of an unmanned CIA aircraft that went down in eastern Iran last year. Iran said it has recovered data from the RQ-170 Sentinel and claimed it was building its own replica.

Iran's claims are impossible to independently confirm because the country's arsenal is not open to widespread international inspection with multinational war games or other cooperation.

Labour conference: McGuire attacks 'reprehensible' failure to assess ...

Labour?s shadow minister for disabled people has attacked the government?s ?reprehensible? failure to carry out an assessment of the overall impact of its cuts and reforms on disabled people.

Anne McGuire said the Department for Work and Pensions (DWP) had ?refused point blank? to carry out such an assessment, despite the wide range of reforms and reductions in disabled people?s benefits and services over the last two years, such as cuts to social care, employment and support allowance (ESA), disability living allowance (DLA) and housing benefit.

Speaking at this week?s Labour party conference in Manchester, she said: ?They are sitting there with more expertise in the DWP than you can shake a stick at.

?We are not the only ones who have asked for it. Disabled people have asked for it. And they are totally ignoring it. I just think that is reprehensible.?

In June, the disabled crossbench peer Baroness [Jane] Campbell asked Maria Miller, at the time the minister for disabled people, why the government had still not carried out an assessment.

That followed a similar call in a report on disabled people?s right to independent living, by the joint committee on human rights.

McGuire also suggested this week that her party would not scrap the government?s ?fitness for work? test if it regained power, despite repeated claims by disabled campaigners that it had caused lasting and serious damage to thousands of disabled benefits claimants.

The work capability assessment (WCA) was introduced in the last 18 months of the Labour government, but disabled activists say it is still fundamentally flawed, pointing to links between the test and health relapses, episodes of self-harm and even suicides and other premature deaths, among those being assessed.

Last month, the mental health charity Rethink published a survey which found that more than eight in ten GPs said they had patients who had developed mental health problems because of the WCA. And in June, the British Medical Association voted to ?demand? an end to the WCA because of concerns over its impact on patients.

McGuire said most disabled people accepted that there needed to be an assessment of some kind to determine eligibility for out-of-work disability benefits.

She said that ?the principle of an arms-length assessment is not wrong? but that it needed to be managed properly, and her party was ?quite clear? that the WCA ?isn?t working?.

She said the government had failed to implement many of the recommendations of the independent reviews of the WCA carried out by Professor Malcolm Harrington.

McGuire is helping to lead a year-long review of the party?s disability policies, which is including a series of round-table discussions across the country ? they have taken place so far in Glasgow and Manchester ? and ?trying to engage with as many disabled people as possible?.

She said there was no point pre-empting the conclusions and recommendations of the review on the WCA. ?We have to talk to disabled people and their organisations because they are the ones in the front line on this.?

She said disabled people had ?no confidence? in the way the assessments were being carried out by Atos, the government?s private sector contractor, and said there had been ?some horror stories? from disabled people assessed by Atos.

But she said that she and her colleagues wanted to receive ?concrete? and ?chapter and verse? evidence of what was happening with the WCA and Atos.

But McGuire said she did not want to let DWP ministers ?off the hook?, because they were responsible for deciding the detailed content of the WCA and the new assessment for personal independence payment, the planned replacement for DLA.

And she said there was a ?real, genuine fear out there about what is happening,? with an ?across-the-board undermining of the financial support for disabled people?.

She said: ?You could be in a position of losing disability living allowance, living in a house that is too big for you [for housing benefit purposes], being taken off ESA [the new out-of-work disability benefit] after a year, the impact [of cuts] on your social care package??

She said MPs were beginning to see a ?significant rise? in the number of disabled people attending their advice surgeries with financial problems.

And she said there was ?anecdotal? evidence to suggest that ?very few people? were being awarded DLA, six months before the government begins to replace it with the new personal independence payment.

She said: ?People are saying it is almost impossible to get DLA at the moment. That has to be challenged with the government, whether or not that is a fact.?

Frankenstorm: Has Climate Change Created A Monster?

It was not a good year for people, weather and climate. The winter was strangely warm in many places and the summer ridiculously hot. As a large fraction of the country suffered through extreme or even extraordinary drought many folks naturally wondered, "Is this climate change?" Then along came a presidential election in which the words "climate change" disappeared from the dialogue. Now, just a week or so before voting day, the convergence of westbound Hurricane Sandy with a eastbound cold front is creating a massive storm, a Frankenstorm even, that is threatening millions of Americans. Weird weather is making yet another appearance in our lives and once again we ask, "Is this climate change?"

The hyper-charged political landscape we are crossing now creates its own sparks when trying to answer that question. In a world looking for "wake-up calls" and "smoking guns," how do scientists address the thorny issue of attribution? Did anthropogenic climate change cause the storm that rained out your picnic yesterday? Is it causing the terrifying storm crawling up the East Coast now? There are deep, powerful and potent issues here that touch on both science and the relationship between science and politics.

Let's start with the science.

For years, most climate scientists would say it's impossible to link an individual weather event with climate change. That, in fact, is the difference between weather and climate. Climate is all about long-term trends ? not the 5-day forecast.

Recently, however, some researchers have taken the issue of attribution seriously. Using a variety of techniques, they are attempting to quantify the role human-driven climate change plays in particular events. This is science at the bleeding edge, where framing their questions correctly so that they might lead to meaningful answers is still a hot issue.

Researchers like Randall Dole of NOAA, for example, might ask what percentage of an extreme event's magnitude came from a changing climate. Peter Stott of the UK Met Office frames the question differently. He looks at the odds for a given extreme weather event to occur given human-driven climate change. Kevin Trenberth of NCAR takes a third view, asking: Given a changed background climate, how should we expect weather to change?

All of these different perspectives (sometimes framed as "Weather on Steroids") have led to new quantitative explorations of climate change's role in what is happening now, not 30 years in the future. In an early example of attribution science Peter Stott and colleagues took on the extraordinary heat waves that struck Europe in 2003 (killing thousands). Their conclusion?

"...we estimate it is very likely (confidence level >90%) that human influence has at least doubled the risk of a heat wave exceeding this threshold magnitude."

This kind of science has allowed researchers to get a much better handle on attributing climate change as a game changer for events like this summer's killer heat and drought.

So how about the Frankenstorm?

Here the waters get muddied. There is a hierarchy of weather events which scientists feel they understand well enough for establishing climate change links. Global temperature rises and extreme heat rank high on that list, but Hurricanes rank low. As the IPCC special report on extreme events put it "There is low confidence in any observed long-term (i.e., 40 years or more) increases in tropical cyclone activity (i.e., intensity, frequency, duration), after accounting for past changes in observing capabilities."

The reasons for "low confidence" are manifold. Some part of the caution comes from the complexity of the problem, and some part comes from the lack of good data before the satellite era (about 1970). Thus, many climate scientists will not want to go out on a limb for hurricanes. They just don't have the tools to make strong inferences.

This is not to say progress isn't being made. One thing that does seem clear is that warmer oceans (a la global warming) mean more evaporation, and that likely leads to storms with more and more dangerous rainfall of the kind we saw with Hurricane Irene last year. In addition, a paper published just last month, used records of storm surges going back to 1923 as a measure of hurricane activity. A strong correlation between warm years and strong hurricanes was seen. Thus if you warm the planet, you can expect more dangerous storms.

Which brings us to our bottom line. The science of climate attribution is very exciting and full of cool, new ideas. It has already provided us with first steps towards more precision in understanding how climate change is changing climate now, already. For hurricanes, however, sticking to the science means it is still hard to point to an individual storm and say, yes! Climate change! A more reasoned approach is to take the full weight of our understanding about the Earth and its systems and go beyond asking if any particular event is due to global warming or natural variability. As Kevin Ternbeth of NCAR says "Nowadays, there's always an element of both."?

Finally there is the issue of science and politics. Tania Lombrozo wrote a beautiful piece here on Thursday asking if "Scientists Should Promote Results Over Process." Speaking directly to climate change, she concludes

"Overstating confidence in scientific claims may ... miss a long-term benefit for a short-term advantage: rhetorical oomph comes at the cost of an opportunity to educate people about how science works and why the products of science are our most reliable guides to the natural world."

There are literally thousands of these sites, including the general population ones right down to the very narrow spectrum types. The more narrowly defined, the easier to find the right match, at least in theory. There are paid sites and there are free sites. And they all claim that they alone are the very best at finding your true love. There are even sites for married people who are looking to start an affair. There is no end to the type of dating site that you might find once you start looking.

If you are new to this style of dating, it is best to go with a free site and create a profile. Be as honest as possible and post your kindest picture even if you personally loathe it. Trust me, there is nothing that has not floated past the screens of these dating site moderators. In fact, and I mean no disrespect at all, but I did spot a lovely woman who had on what looked like a faded housecoat and a clearly visible oxygen tube under the headline "only as old as you feel". Further down in her profile, she mentioned a real zest for life and the desire to "get out and do things". Obviously, that was the picture that this lady was most comfortable with, so you should follow suit and use what makes you happiest. Let the real you shine through.

Be realistic with your expectations and your desires but be careful of how you word them. If you say you want to be married, many men will add the words "right now" automatically. If you say that you are just looking for dating for now, some will see that as an invitation to try to wine and dine you and then rush you to something physical. Some things need to be more spelled out.

Will you find your knight in shining armor or your perfect princess? Not necessarily but you might find someone who is either the one or someone who could be at least, in the top five.

Ancient Tsunami Swept Through Swiss Lake

An ancient tsunami in a Swiss lake triggered by an Alpine landslide suggests that cities now on the lake's shore may face dangers more commonly associated with large oceans, researchers say.

Tsunamis are monster waves reaching more than 100 feet (30 meters) high. Earthquakes often generate them, but landslides can as well ? for instance, those occurring in submarine canyons. So, landlocked tsunamis are possible, if lakes get hit by landslides or collapses of the flanks of volcanoes.

"People think that, to be affected by a tsunami, you have to live on seacoasts and in a region not too far away from major seismic activity," said researcher Guy Simpson, a geologist at the University of Geneva. "We think we have a counterexample."

Ancient tsunami

Scientists analyzed Lake Geneva in Switzerland. More than 1 million people live on the shores of this lake, with 200,000 of them in Geneva, the second-most populous city in Switzerland.

In 563 A.D., a rock fall took place in the mountains more than 45 miles (70 kilometers) from Geneva, according to two historical accounts ? one from St. Gregory of Tours, the other from Marius, bishop of Avenches. The rock fall, known as the Tauredunum event after a nearby fort, brought down boulders near where the Rhone River enters Lake Geneva. The falling boulders destroyed several villages. The disaster then went on to generate a tsunami in Lake Geneva that drenched everything on the lake's shore, devastated villages, demolished the Geneva bridge and mills, and even crashed over the city walls of Geneva, killing several people inside.

To investigate these accounts, researchers surveyed the deepest part of Lake Geneva seismically. This revealed a giant deposit of sediment on the lakebed more than 6 miles (10 km) long and 3 miles (5 km) wide, encompassing a volume of at least 8.8 billion cubic feet (250 million cubic meters). This deposit is about 15 feet (5 m) deep on average, and is thickest near the Rhone delta, suggesting that this is where it originated.

Core samples of lake sediment revealed this giant deposit was created between 381 and 612 A.D., suggesting the Tauredunum event was responsible. The researchers say the rock fall's impact on soft sediments near the lakeshore caused part of the Rhone delta to collapse, triggering a tsunami.

The scientists calculate that a wave about 25 feet (8 m) high could have reached Geneva approximately 70 minutes after the rock fall, traveling at about 45 mph (70 kph).

"It moved very fast, faster than you can run," Simpson told OurAmazingPlanet.

Vulnerable city

Geneva is especially vulnerable to such a disaster because of both its low elevation compared to the current lake level and its location at the tip of the funnel-shaped lake, an arrangement that strongly amplifies the height of waves. If such a tsunami happened today, it would completely inundate large parts of the inner city of Geneva, researchers said.

"Geneva is also the furthest distance from where we think this event was triggered. For people living closer to it, the arrival time of the tsunami could've been 10 or 15 minutes, giving almost no chance for a warning," Simpson said.

Given that river sediment is still building up on the slopes of the Rhone delta, the investigators said tsunamis may well occur in Lake Geneva in the future, perhaps triggered by rock falls, earthquakes or even large storms.

"Tsunamis have happened in Lake Geneva in the past, and in all likelihood, will probably happen at some stage in the future," Simpson said.

Future researchers can drill deeper into Lake Geneva's sediments to see how many other times such tsunamis might have occurred, and to get a picture of how often they happen and when another might strike.

Simpson and his colleagues Katrina Kremer and St?phanie Girardclos detailed their findings online Oct. 28 in the journal Nature Geoscience.

It's period of painstaking preparations over, the Mars rover Curiosity has at long last ingested a sample of soil for analysis by its on-board chemistry lab. That's what it came 352 million miles for.

In a mission where progress so far is being measured in an excruciating series of baby steps, the rover has for the first time moved a soil sample from the Martian surface to CheMin ? one of two mini laboratories inside Curiosity's chassis that are expected to reveal the minerals that comprise the red planet's ubiquitous dust.

Such a seemingly simple feat has been a long time coming, notes John Grotzinger, a planetary geologist at the California Institute of Technology in Pasadena and the Mars Science Laboratory's project scientist.

Researchers have measured soil properties beginning with the Viking landers in the mid 1970s and with each lander since ? each in different locations. This has yielded the observation that "there's something about the soil so far that's been very generic to Mars," he says.

"What's really exciting about this sample that just got dumped into CheMin" and later will be scrutinized by a second lab package on the rover "is that they are going to be able to analyze once and for all the mineral composition" of this material "that swirls around the planet," he says.

It's the first test of CheMin's ability to uncover the elements in the soil grains and identify minerals in them following the rover's 352-million-mile, nearly nine-month journey to Mars. The mission's goal is to determine if Gale Crater and its towering, central Mt. Sharp could have hosted microbial life early in the planet's history.

Central to that task is the ability to deliver samples to CheMin and the second internal lab package, SAM. SAM analyzes gases from the atmosphere and from heated samples of soil and rock to hunt for organics that would signal a hospitable ancient habitat.

To that end, engineers have spent the last two weeks gathering two scoops full of soil to scrub out the inside of the sample delivery system, removing any remaining contaminants from Earth.

The first scrubbing session went well. But engineers aborted the delivery system's second silty "bath" when images of the depression the scoop left in the soil revealed a small, shiny fleck that reminded the team of what it previously dubbed "shmutz" ? loose bits of plastic that came from the rover itself.

The sample-delivery system, known as CHIMRA, might not take kindly to ingesting a bit of rover detritus as part of the cleaning process. So, wary that the soil in the scoop itself might hide another piece of shmutz, the team dumped the soil and took a closer look at the shiny fleck in the depression.

After some scientific chin-scratching, a strong consensus emerged among the science team that the fleck actually originated on Mars, Grotzinger says. In a stroke, the fleck shifted from an object of concern to an object of scientific interest.

Sometime in the next few days, the science team will reposition the rover so it can use ChemCam, atop the rover's mast, to zap the fleck with its laser and figure out what it's made of, Dr. Grotzinger says.

The fleck is only about 1 millimeter across. Reseachers speculate that it could be a tiny chip of mineral cleaved by the wind-driven movement of pebbles at the site. Or it could represent a mineral that formed naturally in the space between larger grains of sand and soil.

"It probably represents a science opportunity rather than an engineering threat," Grotzinger said at a briefing Thursday.

Once the team put the fleck on its scientific agenda, it finished up the housekeeping chores with a third scoopful of soil that is now working its way through CheMin. SAM could see its first sample next week.

"The most important thing about our mobile laboratory is that it eats dirt; that's what we live on," Grotzinger says.

And with confirmation that the latest sample has been safely delivered to CheMin, Curiosity's engineers and scientist can now bid the rover bon appetit.

Facebook wins back friends on Wall Street, shares soar

(Reuters) - Facebook Inc's shares headed towards their biggest one-day jump on Wednesday after the company reported a surprising rise in mobile advertising, easing concerns it was having trouble capitalizing on soaring use of smartphones and tablets.

Facebook shares were up 21 percent at $23.55 in afternoon trade. They were sold for $38 each in their initial public offering in May but slumped to a low of $17.55 in September as investors fretted about the company's slowing growth.

Several brokerages raised their price targets on Facebook shares. Barclays Capital raised its target to $26 from $23, Jefferies & Co to $32 from $30 and Macquarie Equities Research to $24 from $21.

Citi Investment Research upgraded the stock to "buy" from "neutral".

Facebook, which reported third-quarter results on Tuesday, said it now gets 14 percent of its advertising revenue from mobile ads, a far bigger increase than mostly skeptical analysts had expected.

Mobile advertising has been a key investor concern hanging over Facebook, shaving more than $50 billion off its market value since its IPO. The world's largest social network passed 1 billion active users in September but failed to dispel doubts about its mobile strategy.

Chief Executive Mark Zuckerberg, who has himself lost billions of dollars on paper since Facebook's market debut, said on Tuesday that the mobile opportunity was "the most misunderstood" aspect of Facebook's business.

"In baseball parlance, Facebook hit two doubles; advertising revenue growth accelerated for the first time in at least six quarters (maybe more), and mobile revenues are moving the needle positively following the launch of new ad formats," Robert W. Baird & Co analyst Colin Sebastian wrote in a note.

Zuckerberg hinted in September that the company was "halfway through" a cycle to "retool" and offer new advertising products.

Analysts said new products, most of which are in nascent stages, could help the company deliver stronger growth as they come online and start adding to revenue.

Over time, Facebook's growing expertise in mobile advertising, combined with more user data, will drive mobile monetization for the company, said Sebastian, who has an "outperform" rating on the stock and a price target of $32.

Rivals such as Google Inc are also struggling with a shift in consumer preference to mobiles from PCs.

Marissa Mayer, chief executive of struggling internet pioneer Yahoo Inc, said on Monday her top priority was to fashion a coherent strategy to manage the industry's transition to mobile devices.

SYNCING WITH ADVERTISERS

"Facebook has the potential to utilize user data to better match its users with advertisers," Wedbush Securities Inc analyst Michael Pachter, who has an "outperform" rating on the stock with a $35 price target, wrote in a note.

Needham & Co analyst Laura Martin said Facebook had opportunities to increase branded advertising revenue as top brands increase their association with the company in some form.

Facebook's advertising revenue increased by 36 percent to $1.09 billion in the third quarter.

"The stock has seen its lows and should be able to withstand the coming share lockups," Wells Fargo Securities analyst Jason Maynard said in a note to clients.

Facebook shares suffered a blow in August after early investors got the green light to sell for the first time since the company went public, starting a string of insider lockup expirations that will pressure the stock for months.

On November 14, more than 1.2 billion shares will be available for trading. Zuckerberg will not be able to sell his shares until then.

Additive restores antibiotic effectiveness against MRSA

ScienceDaily (Oct. 22, 2012) ? Researchers from North Carolina State University have increased the potency of a compound that reactivates antibiotics against methicillin-resistant Staphylococcus aureus (MRSA), an antibiotic-resistant form of Staphylococcus that is notoriously difficult to treat. Their improved compound removes the bacteria's antibiotic resistance and allows the antibiotic to once again become effective at normal dosage levels.

NC State chemist Christian Melander had previously proven the effectiveness of a 2-aminoimidazole compound in reactivating antibiotics against resistant bacterial strains. However, the original compound was not potent enough. In his latest work, described in a paper appearing in Angewandte Chemie, Melander, research assistant professor Roberta Worthington and graduate student Tyler Harris have solved the potency issue, bringing them one step closer to in vivo testing.

"You measure antibiotic effectiveness by growing bacteria in the presence of an antibiotic," Melander says. "The concentration you typically want to observe is about one microgram per milliliter or less of the antibiotic to halt bacterial growth. At that point the bacterial strain is considered susceptible to and treatable by that antibiotic. If a higher concentration of antibiotic is required to halt bacterial growth, the bacterial strain in question is considered untreatable. Some of the MRSA strains we work with require 512 micrograms per milliliter of the antibiotic of choice to control growth - 500 times over the limit. Adding our compound brought the level down to one microgram per milliliter again."

The compound works by short-circuiting the bacteria's ability to mount a defense against the antibiotic. When antibiotics interact with bacteria, receptors on the surface of the bacteria identify the antibiotic as a threat and the bacteria can then choose what to do to survive. MRSA either creates a biofilm or makes genetic changes that prevent the antibiotic from disrupting its cell structure. According to Melander, "We believe that our compound renders the bacteria unable to recognize the antibiotic as a threat, essentially stopping the defensive process before it can begin."

The work was funded by a grant from the U.S. Department of Defense, Defense Medical Research and Development Program.

To say that the launch of Isis has felt drawn out would be a mild understatement. The alliance first signaled its intentions two years ago, detailed its first markets one year ago and faced a last-minute delay. All the ducks are finally in a row, however, and residents of both Austin as well as Salt Lake City can tap to pay (or score discounts) at the "hundreds" of locations that accept NFC-based purchases through American Express, Capital One, Chase and Isis' own cash card. Launch day brings app- and SIM-enabled access for nine devices spread rather unevenly across AT&T, T-Mobile and Verizon: only the Droid Incredible 4G LTE is confirmed working for Verizon subscribers, while the rest are divided more equally between multiple Samsung Galaxies and HTC devices like the Amaze 4G and One X. Over 20 phones should be Isis-aware before the end of the year. It's a potentially strong start to one of the few truly cross-network mobile payment systems in the US, but we see a long road ahead before Isis gives Google Wallet some jitters -- there's legions of banks, cities and stores needed before Isis is widespread, and we're not counting on that ever-elusive universal hardware support.

(AP) ? In this tech-savvy city teeming with commuters and tourists, the cell phone has become a top target of robbers who use stealth, force and sometimes guns.

Nearly half of all robberies in San Francisco this year are cell phone-related, police say, and most occur on bustling transit lines.

One thief recently snatched a smartphone while sitting right behind his unsuspecting victim and darted out the rear of a bus in mere seconds.

Another robber grabbed an iPhone from an oblivious bus rider ? while she was still talking.

And, in nearby Oakland, City Council candidate Dan Kalb was robbed at gunpoint of his iPhone Wednesday after he attended a neighborhood anti-crime meeting.

"I thought he was going to shoot me," recalled Kalb, who had dropped his phone during the stickup. "He kept saying, 'Find the phone! Find the phone!'"

These brazen incidents are part of a ubiquitous crime wave striking coast to coast. New York City Police report that more than 40 percent of all robberies now involve cell phones. And cell phone thefts in Los Angeles, which account for more than a quarter of all the city's robberies, are up 27 percent from this time a year ago, police said.

"This is your modern-day purse snatching," said longtime San Francisco Police Capt. Joe Garrity, who began noticing the trend here about two years ago. "A lot of younger folks seem to put their entire lives on these things that don't come cheap."

Thefts of cell phones? particularly the expensive do-it-all smartphones containing everything from photos and music to private e-mails and bank account statements? are costing consumers millions of dollars and sending law enforcement agencies and wireless carriers nationwide scrambling for solutions.

In San Francisco, police have gone undercover and launched a transit ad campaign, warning folks to "be smart with your smartphone." Similar warnings went out in Oakland, where there have been nearly 1,300 cell phone robberies this year.

When Apple's ballyhooed iPhone 5 went on sale last month, New York City police encouraged buyers to register their phone's serial numbers with the department. That came just months after a 26-year-old chef at the Museum of Modern Art was killed for his iPhone while heading home to the Bronx.

In St. Louis, city leaders proposed an ambitious ordinance requiring anyone who resells cell phones to obtain a secondhand dealers license. Resellers also would need to record the phone's identity number and collect detailed information including the seller's names, addresses, a copy of their driver's licenses ? even their thumbprints.

"It will take a national solution to make this problem go away," St. Louis Mayor Francis Slay said of the phone thefts.

Though some experts put annual cell phone losses in the billions of dollars, there is no precise figure on how many devices are stolen each year.

However, the problem has become so visible that it has caught the attention of lawmakers and regulators seeking to take the profit out of cell phone theft.

In April, U.S. Sen. Charles Schumer, D-New York, and New York City Police Commissioner Ray Kelly announced that the major U.S. cell phone carriers and the Federal Communications Commission have agreed to set up a national database to track reported stolen phones. It is scheduled to launch in late 2013.

Schumer also introduced a bill called the Mobile Device Theft Deterrence Act, which proposes a five-year prison sentence for tampering with the ID numbers of a stolen cell phone. The bill is supported by the Cellular Telecommunications Industry Association (CTIA), a Washington, D.C. advocacy group.

In addition, CTIA officials said carriers are expected to launch individual databases later this month to permanently disable a cell phone reported stolen. The initiative is similar to a successful decade-old strategy in Australia.

Previously, U.S. carriers have only been able to disable so-called SIM cards, which can be swapped in and out of phones. That's led to a profitable black market for stolen phones.

Chris Guttman-McCabe, CTIA's vice president of regulatory affairs, said the goal of creating theft databases is to render stolen cell phones worthless.

"We want to dry up the aftermarket," Guttman-McCabe said. "Hopefully, there will be no sense in stealing a phone and a once valuable piece of hardware will essentially turn into useless metal."

Right now, the incentive is to steal and that's creating huge losses, said Kevin Mahaffey, a co-founder of Lookout, a San Francisco-based mobile security firm which has advised carriers about the national database.

"Thieves know that carrying a smartphone is like carrying $500 in your hands," said Mahaffey. His company estimates that stolen and lost cell phones could cost American consumers more than $30 billion this year.

Many cities with highest rates of stolen and lost phones also rank among the FBI's listing of U.S. cities with the highest crime rates, including Cleveland, Detroit, Oakland and Newark, N.J., Mahaffey said.

Meanwhile, cell phone thefts and police response continue at a frenzied pace.

In Chicago, two men were each charged with armed robbery last week after stealing an iPhone from a teen.

In Oakland, nearly three dozen people were recently arrested during a sweep for allegedly stealing smartphones. On Tuesday, police arrested 15-year-old boy who allegedly swiped a woman's iPhone near Oakland's City Hall and sold it in downtown San Francisco for $200 to buy marijuana.

"It's a quick crime of opportunity, a snatch and grab, either by foot or on bike," Officer Johnna Watson, an Oakland police spokeswoman, said. "The thieves are gone in an instant."

(AP) ? Theo Riddick pounded his way for a career-high 143 yards and Cierre Wood added 114 yards as fifth-ranked Notre Dame overpowered a Brigham Young defense that entered the game third in the nation against the run, earning a 17-14 victory on Saturday.

Riddick had runs of 55 and 27, the two longest rushes of his career, to pace Notre Dame (7-0), which is off to its best start in a decade and has a big game ahead against No. 10 Oklahoma next week. The Cougars (4-4) fell to 0-3 on the road as they surrendered a season-high 270 yards rushing.

Backup quarterback Tommy Rees, starting in place of injured Everett Golson, completed 6 of 7 passes in the first quarter for 86 yards and a touchdown, throwing four of those to Tyler Eifert. But Rees missed his next seven passes and the Irish attempted only three passes in the second half.

Rees' only completion of the second half was a 31-yard pass to TJ Jones with a little more than a minute left in the third quarter. Riddick ran the ball up the middle for 19 yards to the BYU 5. Three plays later, George Atkinson III scored on an end around, cutting inside BYU safety Joe Sampson for the touchdown to give the Irish the 17-14 lead.

BYU had a chance to regain the lead on the next possession after an Irish penalty. On a third-and-16 from the BYU 10, the Irish stopped BYU quartereback Riley Nelson. But nose guard Louis Nix III was called for grabbing Nelson's face mask.

The Cougars drove to the Notre Dame 31, but Nelson was sacked for a 9 yard loss. Moments earlier Cody Hoffman was wide open for what would have probably been a touchdown, but Nelson's pass wasn't close.

Nelson was 23-of-36 passing for 177 yards with two interceptions and two TD passes.

On Riddick's 55-yard run from the 37-yard line, he ran into a pile at the line of scrimmage, put his hand down to keep his balance and then broke out of the pack before being caught by cornerback Jordan Johnson at the 8-yard line. But the Irish ran three straight running plays for a gain of 1 yard and had to settle for a 24-yard field goal by Kyle Brindza to cut BYU's lead to 14-10 late in the third quarter.

Brigham Young took advantage of Notre Dame mistakes to open a 14-7 halftime lead. After going 17 quarters without giving up an offensive touchdown, Notre Dame gave up two in a span of 2:18. Jamaal Williams set up the first score, rushing for 43 yards on five straight carries. He was thrown to the ground out of bounds on the final 21-yard run and Notre Dame safety Matthias Farley was called for a personal foul.

On third-and-goal, Nelson threw a touchdown pass to Hoffman, who was wide open in the back of the end zone after three Irish defenders covered receiver JD Falslev. That touchdown ended a streak of Notre Dame holding opponents without a touchdown on 11 straight drives into the red zone.

BYU got the ball back three plays later when a pass from Rees bounced off the hands of DaVaris Daniels, deflected up and was intercepted by Kyle Van Noy, who returned the ball to the Notre Dame 30. After Notre linebacker Daniel Spond was called for holding, Riley ran the ball for an 8-yard gain to the Notre Dame 12. After a 10-yard pass to Ross Apo, Nelson then threw a 2-yard TD pass that Kaneakua Friel caught as he went to the ground.

Notre Dame had a chance to tie the score late in the half after Riddick's 27-yard run, breaking two tackles and carrying three BYU defenders for the final 10 yards to the BYU 14. But the drive stalled and Brindza missed a 28-yard field goal wide right. He missed a 40-yard field goal on Notre Dame's opening drive of the game.

Notre Dame dominated the first quarter statistically, outgaining the Cougars 120 yards to 40, but led only 7-0. The Irish scored on Rees' 4-yard TD pass to Tyler Eifert.
